As an update, I just checked Volume 2 - Registers and Volume 3 - Overview of my Intel Graphics Card's manual, and while it has information about the VGA ports, it does not seem to contain any reference to port 3050h or 3054h. I did a quick Ctrl-F on the other volumes and similarly have found no reference to what this port range does or why it may be important to the VGA functions.
As well, I re-ran the trace through the VBIOS with the driver disabled and got the attached seemingly complete trace all the way to the IRET instruction. There seems to be a lot of access attempts to port 3054 on the video card.
